People in need of humanitarian assistance (millions)
The number of Yemenis requiring humanitarian assistance has climbed from 15.9 million in 2015 to 22.3 million in 2025 — representing more than two-thirds of the country's estimated population. The brief improvement in 2024 reversed sharply as funding shortfalls, renewed fighting, and restrictions on aid access compounded.
Crisis-within-the-crisis
Yemen is one of the world's five worst humanitarian disasters. The people sent to address that disaster are now being systematically detained. As of 2025, more than 100 humanitarian workers remain in arbitrary Houthi custody — preventing aid organizations from operating at the scale the crisis demands. The FTO redesignation compounds the problem by creating legal liability for organizations that attempt to operate in Houthi-controlled territory, where the vast majority of people in need are located.

Data compiled from ReliefWeb/UN OCHA reporting, the Yemen Humanitarian Response Plan 2026, and UN Security Council sanctions documentation. Detention figures reflect reported confirmed and estimated cases; actual numbers may be higher. People-in-need figures reflect UN OCHA annual estimates.
