Federal Acquisition Regulation (FAR)
The FAR is the primary rulebook for all federal civilian procurement. It requires 'full and open competition' for contracts above the simplified acquisition threshold ($350,000 as of October 1, 2025). Sole-source awards above $900,000 require a written Justification and Approval (J&A) document that must be posted publicly at SAM.gov within 14 days of award.
Competition in Contracting Act of 1984
CICA mandated competitive bidding across the federal government and created the GAO bid protest system. It allows the GAO to review any allegation that a contract was awarded without required competition and to recommend corrective action, including contract termination.
GAO Oversight Authority
The Government Accountability Office can investigate procurement irregularities on referral from Congress or via bid protest. GAO recommendations are not legally binding but carry significant political weight.

The United States will mark its 250th anniversary in 2026. The Trump administration has tied several large symbolic construction initiatives to the celebration. Critics argue the anniversary does not constitute the kind of compelling urgency that would legally justify bypassing competitive procurement.
