Congress appropriated $100 million for the Teen Pregnancy Prevention Program in fiscal year 2026. The Trump administration subsequently cancelled grants to dozens of nonprofits and community health organizations — including Bridgercare, Bozeman, MT — leaving those funds unspent in federal accounts. The program, created under the Affordable Care Act in 2010, funds evidence-based interventions shown to reduce adolescent pregnancy rates.
The Government Accountability Office ruled in January 2018 that nearly identical mid-cycle cancellations during the first Trump administration violated the Antideficiency Act and the terms of the grants. Federal courts subsequently ordered some grants reinstated. Advocacy groups and legal scholars say the same framework applies to the 2026 cancellations.
