Context
Why Paper Mills Are High-Risk
Pulp and paper manufacturing involves large-volume storage and continuous use of chemicals that are acutely toxic, highly corrosive, or reactive with water. The kraft process — the dominant method for converting wood chips into pulp — depends on white liquor, a sodium hydroxide and sodium sulfide mixture, combined with processes that generate hydrogen sulfide as a byproduct. These chemicals are handled at industrial scale, often at elevated temperatures and pressures, 24 hours a day.
Bhopal's Long Shadow
The OSHA Process Safety Management standard was enacted in 1992 in direct response to the 1984 Bhopal disaster in India, where a methyl isocyanate release from a Union Carbide pesticide plant killed an estimated 3,700 people immediately and caused lasting health damage to hundreds of thousands more. PSM was intended to ensure that high-hazard chemical facilities in the United States maintain rigorous controls. Whether those controls were in place and functioning at the Longview mill is now a central question for investigators.
