A president signs a few hundred documents. The agencies beneath him publish tens of thousands of rules under the Administrative Procedure Act, and that is where nearly all policy lives. The dive counting what he signs himself is The Output.
Final rules published across complete four-year terms. The current term is absent because it is unfinished. A four-year total for a term in progress does not exist, and putting one here would be the error the same-point table is for.
On total final rules the order reverses again: 12,717 here against 12,961 in the term before, so this record issued slightly FEWER rules overall and slightly MORE significant ones. Both differences are small and neither is a finding on its own.
