Transmittals per year: 22.63 under Clinton, 11.63 under George W. Bush, 4.75 under Obama, then 1.25 and 1.50 across the two four-year terms that follow. This record sits at the bottom of that series along with the one before it, and the collapse was three presidencies old by the time it started.
International commitments did not stop when treaty transmittals did. They moved to executive agreements, which are made without the Senate and outnumber treaties by orders of magnitude. No consistent public series of those could be sourced. What follows is a change in the instrument, and it is not evidence that the United States commits to less.

No president produces this alone — a treaty needs sixty-seven Senate votes, and the decline tracks the availability of those at least as closely as anyone's preference. What the series establishes is that the instrument the Constitution names is now used a handful of times a decade, and that this was true well before either of the last two administrations.
