Every major opposition wave in Iran — 1999, 2009, 2019, 2022–23 — occurred under conditions of limited or medium external military pressure. The moment extreme external pressure arrives, the rally effect dominates: nationalist solidarity crowds out domestic grievance, emergency powers expand, and the opposition infrastructure built over years is dismantled within months. The 2007 NIE said it plainly. The historical record confirms it across seven cases. The pattern was ignored.
