U.S. NATIONAL POINT-IN-TIME COUNT — ALL YEARS REPORTED
Shaded bands indicate presidential administration. The 2014 historic low and the post-2019 climb are the two reference points at the center of today's policy debate. Note: no 2021 count due to COVID-19.

Dashed vertical lines mark key policy events. Data: HUD AHAR. Band shading represents administrations, not causal attribution.
Methodology note: The Point-in-Time count is a single January night snapshot. Researchers broadly agree it undercounts actual homelessness — especially people in vehicles, doubled-up households, or hard-to-survey areas. Year-to-year comparisons reflect both real changes and methodology shifts by local Continuum of Care organizations.
