EDITORIAL NOTE — THE NEW PERMANENT CONDITION
France is no longer responding to discrete wildfire emergencies. Two decades of EFFIS data show a structural shift: the post-2020 acceleration has produced four consecutive years above 50,000 hectares, culminating in the 2026 twin-front crisis. The EU's rescEU aerial reserve — designed to cover the continent — is now simultaneously committed to multiple countries, leaving almost no strategic reserve for unexpected ignitions. The IPCC Sixth Assessment Report projects further drying across the Mediterranean basin through mid-century.
