Of the executive orders signed under Clinton, 1.6% have since been revoked by name. Under George W. Bush, 4.8%. Under Obama, 8.3%. Under the first term of this record, 10.0% — the highest of any presidency that has been followed by a complete term. The rise is continuous and it runs across both parties.

This is a measure of the instrument, not of the man. An executive order needs no vote, which is what makes it fast; it also needs no vote to undo, which is what makes it fragile. The series says that successors now reach for that eraser roughly seven times as often as they did thirty years ago, and that the orders most likely to be erased are the most recent ones. Nothing here says whether any particular order deserved to survive.
