The six universal dives are asked of every subject at this tier. This is not one of them. It exists because of one thing this subject has been — office-holder — and a subject who has not been that never gets this page. That is why this record has 11 overlay dives to write rather than a number every record shares. All six base dives were written first, and that ordering is a rule rather than a habit: an overlay dive published on its own is a page about the part of someone chosen by whoever built it.
Judges are deliberately absent: that count is on this record's ledger and its subject page is upstream of both, so this dive links to it rather than recomputing it on a different basis. What is measured here is every other civilian nomination.
The six base dives and the other 10 overlay dives are listed on the full record.
In the 111th Congress every recorded vote on a nomination covered exactly one. In the 119th, 584 confirmations were disposed of in 214 recorded votes. This is the chamber's decision about its own procedure, not a presidential action — and it changes what an appointment power is worth, which is why it opens this page.
The next two largest recorded votes in the same Congress covered 97 and 74 nominations.
One recorded vote, 51–47, confirmed 107 civilian nominations across at least a dozen departments. In the 111th Congress the largest recorded vote covered exactly one nomination, and so did every other one. This is a change in Senate procedure rather than an action by a president: the chamber decides how it disposes of nominations, and it now disposes of them in blocks. It belongs on this page because it changes what an appointment power is worth — a nomination is no longer evaluated as itself on the floor.
One of seventeen dives on the full record. Two of the four Congresses charted here belong to Joe Biden and Barack Obama, who carry the same overlay and will get this dive with the same measures — the comparison is already drawn because a trend that runs through four Congresses cannot be shown inside one record without implying it belongs to him.
