A vote total becomes an official result by passing through four hands, each of which does less than people assume. The precinct produces a number. The county reconciles it. The state adds the counties up. In a presidential year, Congress opens the envelopes. At no point does anyone in the chain get to decide whether they like the answer — and the further up the chain you go, the less latitude there is, not more. That is the design.
