Canada's EU bid is less a diplomatic project than a leverage play. A country with 75% of its export revenue tied to a single customer has almost no negotiating power in a bilateral dispute. By credibly threatening to reroute trade and defense cooperation toward Europe, Ottawa is attempting to raise the cost of U.S. tariff pressure — not to replace the U.S. relationship, which no EU deal could accomplish in the near term, but to change Washington's calculus about how much the dispute is worth to maintain.
