The Zadroga Act

Named after NYPD Detective James Zadroga, who died of a respiratory disease attributed to Ground Zero exposure, the Zadroga Act created the World Trade Center Health Program and reopened the Victim Compensation Fund. After an initial five-year reauthorization in 2015 — secured after prominent advocacy — the act was permanently reauthorized in July 2019 with no expiration date.

The Military Commission System

Military commissions were revived by the Military Commissions Act of 2006 to prosecute detainees held at Guantánamo Bay. The commissions have faced repeated legal challenges over admissibility of evidence obtained through CIA enhanced interrogation, the use of classified materials, and procedural questions. The case against Khalid Sheikh Mohammed and his co-defendants has remained in pretrial proceedings since charges were referred in 2008.
